CCTV said that the jump in profits could be attributed to Focus Media’s policy of illegally acquiring phone numbers and sending their owners the spam messages. Sun Wenxu, director of the consumer rights protection department under the State Administration for Industry and Commerce (SAIC), said in a CCTV interview that the SAIC will take measures to crack down on spam messages and senders of spam, ban the trading of personal information, and target false or misleading advertisements. Ji Ronghai, vice president of Focus Media, told Beijing Times yesterday that over the course of last year, Focus Media acquired many companies, some of which may have been involved in illegal activities, and pledged to investigate the matter. According to the China Consumers Association, SMS-based spam is one of the issues which triggered the largest number of complaints from consumers in 2007.
